Isango Research Confirms Targeted Messages Inserted into E-ticket

Isango the destination tours and services specialist supplying amongst others Qantas, German Wings and Ryanair produced research that evaluates the effectiveness of different methods used to communicate offers and deals to passengers. The results of the research confirm that targeted messages inserted into E-tickets post web path are extremely effective.

Isango measured effectiveness by the likelihood of passengers making a purchase from a given touch point. The baseline for the study was an offer on a tab placed on the travel company’s website which clients had to navigate to. When the offer was inserted in the final purchasing page Isango found the process to be 50% more effective than the tab alone.

Isango also evaluated the results from the post purchase emails containing targeted messages. The messages were targeted using information such as gender, location, destination, class of travel, etc. The expectation was that the effectiveness would be higher due to the targeting, but Isango were astounded to find that this was 20 times more effective than offers inserted at time of purchase. Amazingly, it was 30 times as effective as the web page tab.

Mark Scott, CEO at Securidox says, “This is something we have suspected all along, but as we have concentrated on perfecting delivery of the documents, we haven’t had the evidence to prove our beliefs. We are pleased this research supports our theory that dynamically targeted messages placed after purchase dramatically increase ancillary revenue.”

The document remains live even after the flight is completed with vouchers being removed and kept for subsequent use.”

Duty Free on Arrival to start in Switzerland

The Swiss Federal Council has today announced that the airports of Geneva, Basle, Zurich and Lugano will introduce duty free on arrival shopping this summer as the Federal Law has been passed and will come into effect on June 1st 2011. This frees the path for the retailers to open an airport duty free arrival shop in their baggage claim areas.

A visit to the tax- and duty-free shop before take-off has long been part of an enjoyable airport experience. The new arrival duty-free outlets will soon enable all arriving passengers to enjoy duty-free shopping as well.

Convenient arrival duty-free shopping
In early summer 2011, new shops will open in both baggage claim halls at Zurich Airport, offering an extensive range of perfumes, cosmetics, spirits and tobacco products at extremely attractive prices. In future, travellers can make their duty-free purchases comfortably and conveniently near the baggage claim hall after arriving at Zurich Airport. Duty-free goods no longer need to be purchased abroad before departing. This makes things easier at security control before take-off because carrying liquids is no longer an issue. The existing duty-free allowances for alcohol and tobacco products will of course continue to apply.

Necessary changes in laws are underway
Before the shops at the baggage claim hall can open their doors, the legal basis for their operation must be created. The corresponding federal law was passed in December 2010 by the Swiss Parliament, the necessary regulatory revisions should be concluded by the beginning of April 2011, and the Swiss Federal Council will then make a decision. As soon as the new law comes into effect, Zurich Airport’s arrival duty-free shops will be able to open for business.

Les franchises douanières pour l’importation d’alcool et de produits du tabac restent inchangées.

Modifications législatives nécessaires en cours
Une base légale doit être créée avant que les boutiques puissent ouvrir dans les halls de réception des bagages. La loi fédérale correspondante a été votée en décembre 2010 par le Parlement. Les ajustements nécessaires de l’ordonnance devraient être réglés début avril 2011 et le Conseil fédéral pourra alors prendre sa décision. Dès que la date d’entrée en vigueur de la loi sera fixée, les boutiques «Arrival Duty-Free» pourront ouvrir dans la zone des arrivées de l’Aéroport de Zurich.

In beiden Gepäckausgabehallen am Flughafen Zürich werden im Frühsommer 2011 neue Shops entstehen. Das entsprechende Bundesgesetz wurde im Dezember 2010 vom Parlament verabschiedet, Anfang April 2011 sollten die notwendigen Anpassungen der Verordnung abgeschlossen sein und der Bundesrat kann darüber entscheiden. Sobald der Zeitpunkt der Inkraftsetzung des Gesetzes festgelegt ist, werden die “Arrival Duty Free”-Shops im Ankunftsbereich des Flughafen Zürich eröffnet.

Liquids, Aerosols & Gels Myths and Realities

- Summary Q & A -
The existing ban on the carriage of liquids, aerosols and gels (LAGs) was introduced in August
2006, following the discovery in the UK of a terrorist plot involving liquids explosives and
transatlantic flights.
As we are rapidly approaching Phase 1 of the EU’s plan to relax these restrictions on 29 April
2011, ACI EUROPE feels that not enough information has been made available to decision
makers on this issue. The purpose of this Q & A document is to provide clear and concise
information on Phase 1. We encourage you to check and confirm the information contained in
this leaflet with your national authorities and the European Commission.
1. What will happen on 29 April 2011?
From that date onwards, all passengers from anywhere carrying LAGs purchased at airports
anywhere in the world in security, tamper evident bags (STEBs) will be allowed to travel
through EU airports and to keep these LAGs without the threat of confiscation, provided a
percentage of these LAGs are screened at the EU airport.
2. Will passengers be able to carry liquids, aerosols and gels from home
(shampoo, drinks) in their hand luggage from 29 April onwards?
NO. Passengers still have to use the small 100 ml containers inside one transparent resealable
plastic bag of a capacity not exceeding 1 litre, for their toiletries. Other larger items
brought from home or purchased outside the airport will not be allowed.
3. Is ACI EUROPE in favour of lifting the restrictions on LAGs?
YES! The ability for passengers to keep their LAGs with them is key to improving the
passenger experience at airports. In addition, airport retail is an important source of revenues
for airports which in turn are used to finance their infrastructure.
However, ACI EUROPE has repeatedly stated that its support for lifting the restrictions on LAGs
is conditional on not compromising security and genuinely improving the passenger
experience.
4. Will LAGs purchased duty free at a non-EU airport (excluding EEA/Swiss
airports), in a security tamper evident bag have to be screened?
YES. A percentage of all passengers who have LAGs in STEBs from non-EU countries will have
to be screened.
5. What will happen for example to a bottle of champagne or perfume
purchased duty free at an airport?
If selected to be screened, the product packaging will be opened and depending on the
screening technology used, the bottle may be opened and the liquid sampled (when Type A
equipment is used-see question 11) to verify its content. Will passengers accept to have their
bottle of champagne or perfume opened and sampled before it is returned to them? How will
passengers react and who will compensate them?
6. Does this rule only apply to passengers from outside the EU transferring at
EU airports?
NO, not exclusively. Any passenger will be able to purchase their duty free items at an airport
anywhere in the world (as long as the items are placed in a STEB with the original receipt
enclosed) and travel to any EU airport. As long as passengers leave the EU within 36 hours
and the STEB has not been opened they will be able to re-enter any EU airport with their
LAGs. ACI EUROPE believes this introduces a significant risk in the system.

7. Does this new rule improve the security of the travelling public?
NO. The level of security at EU airports is good, but there is no guarantee that the level of
security at other airports elsewhere in the world is of the same standard as that enjoyed in the
EU. Therefore, LAGs obtained at airports outside the EU may present a risk given that there is
no guarantee as to the security of the airport supply chain in many third countries. ACI
EUROPE is also concerned with the performance of the screening equipment currently
available (see below).
8. Will the rules be the same throughout the EU?
Unfortunately, NO. Some Member States will implement more stringent measures (such as
100% screening of non-EU originating LAGs) which will result in long queues at security
checkpoints. Different rules will, therefore, apply depending on the country of transfer and
onward destination, adding to the confusion for passengers.
9. Are other countries and regions of the world lifting the ban on the carriage
of LAGs? Will they accept the new EU rules?
NO. There are currently 73 states (including all EU/EEA states) that have implemented
restrictions on LAGs. No other state or World region is lifting the ban until the screening
technology is considered mature enough for deployment at airports. The USA has spent
millions of dollars over 2-3 years trying to develop liquid screening technology, but has
decided not to lift the ban yet. Some of the EU’s major trading partners (like the US) are
unlikely to accept the EU rule and will continue to enforce the ban on passengers travelling to
the US.
10. Will passengers travelling from non-EU countries, transferring in the EU,
onto the US be able to keep duty free LAGs purchased at their originating
airport?
NO. At present, any LAGs purchased in third country airports, will have to be surrendered
before boarding their transatlantic flight.
11. How many different LAGs screening machines are currently available?
The European Commission claims that there are 10 machines of 3 different types available.
This statement needs to be put in perspective.
- Type A requires bottles to be opened and sampled to examine the contents (see above).
There are 4 machines of this type available. This will not improve the passenger experience.
- Type B can screen an unopened bottle, but only one at a time.
There are 3 machines of this type available, however independent laboratory tests have
produced false alarm rates that are unacceptably high.*
- Type C can screen multiple, unopened bottles, but only in special trays and with a potentially
complicated operational process. There are 3 machines of this type available, however these
all come from the same manufacturer and are variations of exactly the same machine. As for
Type A equipment, independent laboratory tests have also produced unacceptably high false
alarm rates.*
* In a live operating environment, false alarm rates should not exceed 5%.
12. Has the available technology been trialled in a live airport environment
here in Europe (operational trials)?
Very limited trials have been carried out. An essential step in the process is therefore missing.
13. Is ACI EUROPE alone in opposing Phase 1? Is this an airport issue?
NO and NO. Several EU Member States and the airline industry share ACI EUROPE’s concerns.
Phase 1 has security and passenger facilitation implications which are likely to considerably
worsen the passenger experience as a result.

Spirit Airlines: Duty Free threat or opportunity?

The recent soundings at the TFWA Conference in Cairo by Keith Spinks, the European Travel Retail General Secretary, refer to the latest and “most worrying threat for the Duty Free Industry” which allegedly comes from airline baggage and ancillary revenue initiatives. In particular Keith cites the new charges and controls introduced by Fort Lauderdale based LCC Spirit, who have now restricted on-board carry on baggage and introduced charges in an attempt to restrict passengers' luggage, so to improve aircraft loading and turn around times.

Any European who has travelled in The Americas would have watched with bemusement at US travellers bringing “everything but the kitchen sink on board” and You Tube recently created a star with the flight attendant who walked off the aircraft after being hit on the head by cabin baggage.

Perhaps Spirit have discovered what Michael O’Leary discovered some time ago, that if you can move your aircraft off the stand quickly, airlines can make more money by reducing their cost base.

Spinks was quoted in the duty free media saying that this was a worrying trend which could cause major problems for duty free sales if this ancillary revenue initiative permeates throughout the airline industry.

The other point of view could be “is the cup half full or half empty” as airlines are an integral part of the duty-free environment and many, if not most, already conduct on-board sales of duty free or travel retail goods. It is suggested that any expansion of this initiative could well prove a threat to ground based outbound retail sales from airside airport shops, but there is no evidence to suggest that these sales would not be transferred to the airlines, nor that the airport retailers, who are rapidly expanding their “arrivals shopping facilities”, could not recover these sales in the baggage hall or via the internet. Furthermore, Duty Free sales within the European Union do not actually exist, so there is no legislative reason why these airport "travel retail sales" cannot be conducted on arrival, rather than on departure. For this reason the climate of threat would seem premature and somewhat negative.

Cruise and Ferry Operators are also an integral part of “The Industry” so how would such baggage rules and charges inhibit their business? Just around the corner from Spirit Airlines at Port Everglades, Cruise Operators already restrict goods coming on-board their ships and they store or charge corkage on some duty free liquors, yet this practice has been around for some time now, without it being deemed as a major threat.

Perhaps the perceived threat to The Industry is the fear of a changing travel retail environment, the accelerating ancillary revenue bandwagon and the ability of some airports or their concessionaires to adapt quickly to this new world order? Or even the airports' ability to shrug off their historical retail strategies, where the "captive audience" marketing mentality prevails?

Airlines have discovered a mechanism to enhance their income and it is highly unlikely that they will neglect these new revenue streams, many may be careful as to how they introduce new initiatives, but they will now explore every avenue to enhance revenues.

Evidence of this is clearly seen from the expanding Ancillary Revenue Conference circuit, which is starting to compete with the traditional TFWA exhibitions. The latest offering is due in Macau in January 2011. This will soon be followed by similar events in Dubai and Buenos Aires. All potential revenue streams will be discussed and considered in detail by those attending.

Perhaps the real issue here is “who owns the customer” and “do people fly because they want to go to an airport, or are airports there because people need to fly”? Duty Free consumers' greatest need is accurate and detailed information in relation to their shopping intentions, so that they are comfortable to spend, rather than the fear of the unknown which will inhibit spending. Could this lack of proper information be a greater threat than on-board baggage charges?

No doubt the debate will continue and more threats will surface. More than likely via the internet.

Thirty-two-year-old Kim Keong-hye always does her last-minute shopping at the airport duty free shops on her way back to Korea.

“It’s quite heavy to carry all the items on the journey if I shop at Incheon International Airport before departure. If there were shops at the arrivals section, I would be happy to shop in Incheon because the selection at the duty free shops here are better than anywhere else,” she said.

To help globaltrotters like Kim and encourage them to spend their money in Korea, Rep. Byeon woong-jeon of the opposition Liberty Forward Party submitted a bill to the National Assembly Monday to premit the establishment of duty free stores at the arrivals section of international airports in Korea.

“About 660 billion won a year is spent at foreign duty free stores. It is time we open our eyes to being more flexible and practical,” Byeon said. “We need to establish duty free shops at the arrivals sections where tourists can buy goods more conveniently with the Korean won.”

He said there are 111 airports in 62 countries which operate duty free shops at the arrivals section.

Over the past several years, such ideas have been pushed by some politicians but were thwarted by strong resistance from the Korea Customs Office and airline companies.

The customs administration cited that the customs inspection process would become even more complicated and it would be harder to detect drugs and other illegal smuggling.

Airlines also claim that the establishment of a duty-free shop at arrivals could cause huge confusion at immigration and baggage claim, which could eventually harm national image and competitiveness.

“If there were a duty free shop at the arrivals section, people would be running around to shop instead of claiming their baggage, going to the immigration booth and finishing the arrival procedure. The carriers and the airport management would have to carry the burden of leftover baggage and other delays,” an airline company spokesman said. “The association of the flight companies using Incheon airport has officially opposed the establishment for such reasons. Incheon International Airport’s strength is the swift management from immigration to baggage claim among other attributes. We should not damage that,” he added.

However, the resistance from carriers reflects their concern that more duty free shops would undermine their income base from in-flight duty free sales.

According to industry insiders, Korean Air, the flagship carrier, made 168 billion won from in-flight duty free sales and Asiana Airlines made 82.2 billion won last year. Since the business requires no additional space or staff, in-flight duty free shops are considered golden eggs for the airline companies.

“It’s natural that their sales will decline once duty free shops open at the arrivals sectors,” an insider said.

Airline Information: ARAC Ancillary Revenue track, Montreal October 2010.

The global airline and travel industry meets in Montreal on October 12th to discuss further developments in the growing airline ancillary revenue business. Many airlines have discovered new revenue streams which they call “ancillary revenue”, these include the sale of items which used to be included in the ticket price. Items like baggage, food and drinks, insurance, car hire and hotel reservations are now major earners for airlines and all these concepts will be discussed in Montreal in October.

The “Ancillary Revenue Track” division of the conference will discuss all the issues related to these new profit centres including on-board retail. Various forum discussions are planned including “Merchandising moves the goods on-board” by Jay Sorensen the acclaimed guru of travel ancillary revenue.

But, how can airlines improve their on-board sales with the limited space available to them? One Company Guestlogix, who sell in-flight payment technology are very innovative and have invented the use of “virtual sales” by developing the on-board use of their terminals to sell items that do not need to be stocked in-flight. Tickets for buses, trains, amusement parks and other items can now be purchased through these terminals, this means that airlines can make profit in products which are “virtual” and do not need actual inventory.

Meanwhile, some airlines are slow to enter the fray and a recent study of airline websites shows that the majority do not feature their on-board offering on their home page.

It seems that European airlines are much more aggressive when it comes to selling goods in-flight and it is no surprise that European low-cost carriers (LCC’s) are the most active in this area. It will be interesting to see how the discussions which take place in Montreal will develop into new strategies for the airlines and how they realise that perhaps on-board retail may become off-board retail at the point of sale.

Will airline retail sales fly high over the heads of the airports?

Duty Free was established at Shannon Airport in Ireland in 1947. It is now a $30Billion Business. But, does the classic duty free model make sense for airlines today? Are airlines receiving an appropriate return from their duty free business? The classic duty free model, as it pertains to airlines, is that goods are purchased in an airport "outbound" or in the air and "exported" by being carried through the air to a different country.

But what proportion of total duty free revenues do airlines receive? The answer is an astounding 8 percent in 2007, according to statistics supplied by Generation Publications, “Global Duty Free and Travel Retail data 2008”.

In other words, 92% of duty free revenues go to the duty free companies and the airports, not the airlines, while the airlines' passengers are the central customers to the duty free and travel retail business. Does this huge unbalanced revenue stream now make sense in today's economic environment with IATA predicting that the airline industry will lose $11 Billion this year? At the same time, airports and duty free companies will largely be profitable in 2009!

From the mere 7% of duty free revenue that airlines receive, they assume the fuel costs to transport duty free goods around the globe. Not only is this a cost to the airlines, but it's also estimated that carrying duty-free goods in the air adds 2 million tons of C02 to the environment, according to UNEP’s “Kick the C02 Habit” climate-change campaign.

Whilst airlines are being forced to join Emissions Trading Schemes to reduce their environmental impact, they emit needless emissions through transporting tonnes of duty free goods for relatively little economic return to them! The ACI North America has grasped this trend and openly support Canada’s lobby for the change to arrivals duty free and Atlanta airport is inviting parties to join a group to research and advocate the same policy. Meanwhile the other regional divisions of ACI, especially in Europe where intra-EU duty free sales no longer exist, seem slow to embrace the idea.
Is the solution to have duty-free shopping in the air for pick-up at the destination airport? Could duty-free shopping even be done in advance via the airline website or onboard using seat back internet for pick-up at the arrival airport?

In-flight internet could change the whole market and increase revenue for airlines, as through the “walled gardens” now being installed on aircraft, airlines can now run onboard shopping channels and direct their customers to affiliate retailers on the ground so to achieve “virtual ancillary sales revenues”. Soon travellers will be able to sit on board and order, for immediate delivery at their destination, from the online shops of retailers like Bloomingdales, Marks & Spencer or El Corte Ingles.

How will the airports and their concessions react to this change? Since the Irish opened their shop in Shannon, the airports and their retailers on the ground have competed with their counterparts in the air, rather than working with them to achieve a greater penetration and spend from passengers.

Airports have become glamorous outbound shopping malls, whilst the airline business has fragmented into low-cost carriers and “legacy” airlines who want the fast, cheap transit of their passengers. With baggage becoming a major revenue source, outbound purchases will be driven into the hold to generate increased profits.

This is not good news for airport retail operations, as carriers will embrace revenues from the internet and cellfone use, so it won’t be long before Amazon, QVC or Ebay spot the opportunity to generate huge revenues from travellers fixed to a seat-back screen or laptop, for hours on end.

Suppliers at the Airline Information ARAC Conference confirmed that passengers were “much more tranquil” when in-flight internet was available. A SITA survey named onboard wifi as a major requirement from passengers and stated that online ancillary purchases such as hotels, insurance and retail sales will double in the next few years. 13% of those surveyed asked for a pre-departure duty free portal to speed their transit through an airport. All passengers wanted reduced airport “dwell times”.

Perhaps the airports should now work together with the airlines, so to increase sales in this new travel retail world in the sky, whilst giving the consumer what they really want.

Airlines present climate change proposals to heads of governments

New York - The International Air Transport Association (IATA) presented its proposals for December’s climate change talks to the UN Secretary General’s Summit on Climate Change in New York. The forum takes place in the run-up to the United Nations Framework Convention on Climate Change (UNFCCC) meeting in Copenhagen this December. The aviation sector is united in calling on world leaders to retain a global sectoral approach to reducing aviation emissions under the leadership of the International Civil Aviation Organization (ICAO), working in cooperation with the sector through IATA.
“Climate change is a global problem. Aviation is a global industry. And we need a global approach for this industrial sector if we are to deal with climate change effectively,” said Giovanni Bisignani, IATA’s Director General and CEO.
“Mechanisms designed for ground-based polluters will not work effectively for aviation which can emit CO2 across borders and over the high seas even on a single flight. And already uncoordinated national and regional schemes are creating a patchwork of punitive taxes that fill government coffers, but do little or nothing to effectively manage aviation’s emissions,” said Bisignani.
“The Kyoto Protocol directed states to address aviation through ICAO. Its global standards and cooperation with industry have made air transport the safest form of travel. A global sectoral approach for aviation can leverage this same leadership to deliver results for aviation and the environment,” said Bisignani.The aviation industry presented a paper outlining the industry’s commitment to three sequential targets.1. Improving carbon efficiency with a 1.5% average annual improvement in fuel efficiency to 20202. Stabilizing emissions with carbon-neutral growth from 20203. Emissions reductions with a 50% absolute cut in emissions by 2050 compared to 2005 “Our targets are tough. Air transport is the first industry to commit to carbon-neutral growth at the global level. And we have done it with an aggressive timeline of 2020. Our four-pillar strategy of technology investment, efficient infrastructure, effective operations and positive economic measures will make our vision a reality and is already showing results. Aviation’s emissions are expected to fall 7% in 2009 - 5% as a result of the recession and 2% directly related to the strategy. IATA’s ‘Green Teams’ have saved 34 million tonnes of CO2 through operational efficiencies since 2005; our work on improving infrastructure, including shortening air routes, has saved a similar amount of CO2 since 2004. But our success depends on governments playing their part. They must implement more effective air traffic management: the introduction of NextGen air traffic management in the USA and the Single European Sky in Europe have the potential to save 41 million tonnes of CO2 annually. Governments must also create the legal and fiscal framework to support the development of sustainable biofuels for aviation,” said Bisignani.
The paper also outlined guiding principles to ensure that the global sectoral approach results in emissions reductions, retains funds for investment in environmental initiatives for aviation, preserves a level playing field, provides access to global carbon markets and ensures that airlines cover the environmental cost of their emissions.
“Aviation is unique in its ability to move globally as a sector - from safety to e-ticketing. Retaining a global sectoral approach at Copenhagen will deliver the best results in managing reductions in aviation’s emissions,” said Bisignani.

Copenhagen Airport has introduced the option of picking up tax- and duty-free products on arrival. Intra-EU passengers no longer have to carry their pre-ordered tax- and duty-free products on their flight. The new option will give passengers a more pleasant journey and reduce environmental impact. More than 200,000 bottles of fragrances and skin care products and around 100,000 bottles of wine and champagne can skip the flight in future thereby saving many tonnes of carbon emissions. Copenhagen Airports offers passengers travelling within the EU the option of picking up pre-ordered products at duty free prices on arrival instead of on departure. There are environmental benefits of the new scheme and it saves passengers unnecessary trouble. “Tax- and duty-free products have a long journey behind them when they land on passengers’ shelves, a journey we can now shorten by keeping the goods on the ground. The lighter the aircraft, the lower the fuel consumption, so the airline saves fuel and reduces its carbon emissions,” said Henrik Busch, Commercial Director, Copenhagen Airports A/S.

The Swiss German media have also announced the Government Consultation Process in relation to the proposed concept of "Duty Free on arrival" at airport shops in Switzerland. It is interesting to note how in German this concept is known as "Tax Free at Arrival" but in French "Duty Free a l'arrivee". Perhaps this is just the use and interpretation for each language as in fact there is a significant difference between "Tax" and "Duty" Free.Duty tends to refer to Excise duties levied on products like Liquors and Tobaccos, whereas Tax normally refers to local sales taxes or value added taxes (VAT/BTW/IVA) on other goods like Fragrances or Gifts. The general understanding is that the Swiss are to review the arrivals purchase scheme for both tax options. So is it "Tax Free at Arrival" or "Duty Free on Arrival"? No doubt the public will decide, once the Swiss Government do!

There seems to be confusion as to Ryanair's strict enforcement of the one bag rule. Will aiport purchases still be allowed on board in separate bags? This is how another blog sees it?

Rules are rules, right? You are made aware of the one-bag-per-person rule when you book. However, what is not clear at present is if Ryanair will also fine you for any shopping you may have bought after you have checked in (I can't find out because Ryanair doesn't have a press department!). Presumably they will, because otherwise clever passengers will simply buy a bar of Toblerone and then unload their extra bag into the shopping bag that their purchase came in.
